The UPOV system of PBR has traditionally been based on perceived 'physical difference(s)' (eg a morphological, phenological or physiological difference) that distinguishes the candidate variety from all others. New diagnostic techniques are now being used more frequently as specific genetic characteristics are being used to demonstrate distinctness.

It is important to note that "distinct" does not equate to "better performance". The latter is something that is determined by the market and not through PBR testing. The new variety may have characteristics with no agronomic value. Accordingly, a PBR registration is not a guarantee of performance or value; it only means that the PBR criteria have been met: new, distinct, uniform, stable, and having a breeder.
