There are two categories of Qualified Person:
Consultant Qualified Person - accredited to act as consultants to PBR applicants. The applicant retains the Qualified Person on a mutually agreed basis. A list of consultant Qualified Persons appears in each issue of the Plant Varieties Journal.
Non-consultant Qualified Person - accredited to certify applications for which they are the breeder, owner or authorised agent, or, an employee of the breeder, owner or authorised agent.

The Qualified Person must apply to the PBR Office for accreditation before they can act as PBR consultants and assist applicants. This involves a written application outlining qualifications, experience, and names of referees.

Qualified Persons are required to pay an annual accreditation fee of $50.00 and received a complimentary copy of the Plant Varieties Journal each quarter. This Journal is now available on-line from the PBR Office web site. As part of the accreditation process, the PBR Office conducts workshops for Qualified Persons. These workshops cover the principles, practice and developments of the PBR application process. The Qualified Person must also attend annual training workshops given by the PBR Office to retain accreditation. These measures aim to ensure that PBR grants are technically rigorous and legally sustainable in the event of infringement.

There are over 200 Qualified Persons in Australia and New Zealand, each of whom is accredited to consult on one or a limited range of plant species in which they have expertise.

A person wishing to be accredited as a Qualified Person, should apply to the PBR Office and include the following information:
full name, address and contact numbers;
current employment details;
qualifications;
relevant experience;
species or group of species for which accreditation is being sought;
the geographical area in which you are able to act as a Qualified Person;
names, addresses and telephone numbers of three referees;
whether or not consultant or non-consultant status is being sought; and
a cheque for $50.00 made payable to the Collector of Public Monies.
